Can a ten month old West Highland Terrier mate?

My neighbors are telling me that my Westie is the father of their dogs litter, but he would've only been nine or ten months old when the deed was suposidly done? Does any one know at what age male Westies are able to impregnate, or perhaps a site that would have this information?

Just for the record, they were dog sitting for us while we were on vacation. We had no idea that their dog was about to go into heat.

Yes he could be. Males can impregnate a female at about 8 months old.
