Effect on Photoshop to simulate Mat Photo Frame?

You do not know how to do this and can not find a tutorial. Instead of me spending money on a mat for a picture I want to put in a frame, I just want to print the image with a carpet of simulation. I'll do a double probabably carpet. someone know the steps, or filter, or a step by step? thank you!

go to photoshop "file" and not "new" and enter dimensions of the belt (larger than the dimensions of the picture), then paste the image into the "new" box and "Edit" then "transformation free "to fit the photo in your box mate. it wont effect has raised a carpet, it will just be more like a white border. you can use a brush to a low opacity to give the effect of a shadow on the edges of the image to give it more of a "carpet" look, but thats really. You can also add a watermark on the bottom of the fancy white box you can buy pre-cut mat boards for $ 4 or less at Michael's craft store in the coaching section. :)
