How do I make an art poster look like an oil painting?

Rumor says I can use Modge Podge and texturize the poster picture.

That will work but it won't really look like an oil painting. Just be careful not to ruin the poster as the modge podge can make the paper soft and tear. You can make home made modge podge by mixing with white glue and water. Your best bet with posters is to get them matted and framed and go with the poster alone. I hope that I helped.
